An experience certificate is a letter in which an employer confirms that a person worked for it: the job title, the date the work started and the date it ended, the total period of service and, at the end of the contract, the last wage and the reason the contract ended. In the UAE the employer must give one free of charge when the worker asks for it at the end of the contract (Federal Decree-Law No. 33 of 2021, Article 13(11)). What is an experience certificate?

It is the employer’s written record of a person’s service, also called a service certificate or an employment certificate. A new employer usually asks for it during hiring, and some licensing and visa processes ask for proof of previous work.

It is the one certificate the UAE Labour Law requires the employer to give at the end of the contract: the worker asks, and the employer must issue it without a fee and with the content the law lists. For an employee who is still in service, a company can issue the same letter as confirmation of current employment.

Experience certificate format

The certificate generated here has these parts, in this order:

  1. The company letterhead: name, address and logo.
  2. The addressee “To Whom It May Concern” and the date of issue.
  3. The title “Experience Certificate” and a salutation.
  4. The certification: the employee’s name, the nationality if you enter it, the company, the job title, the joining and leaving dates, and the total period of service in years, months and days.
  5. The last monthly wage in AED and the reason the employment ended, chosen from four neutral sentences: resignation, expiry of the contract, termination by the employer or mutual agreement.
  6. A sentence that the employee’s conduct and performance were satisfactory, and that the certificate is issued at the employee’s request.
  7. The closing on behalf of the company and the name and title of the authorised signatory, with space for the signature and the company stamp.

For an employee who is still in service, leave the leaving date empty: the letter then says the person “remains in employment to date” and carries no wage or reason line. Dates are written in full, such as “15 March 2021”, so they read the same in every country.

The reason line is one of four fixed sentences and cannot be typed freely, because Article 13(11) forbids anything in the certificate that may harm the worker’s reputation or limit their chances of new work.

How to request an experience certificate from your employer

The law gives the right to the worker and puts the duty on the employer, so the request goes to the company:

  1. Ask HR in writing, by email or letter, at or after the end of your contract, and keep a copy. If you are resigning, you can ask for it in the resignation letter itself.
  2. Say what the certificate must state: your start and end dates, total service, job title, last wage and the reason the contract ended. If a new employer or an authority needs more, such as your duties, say so.
  3. Check the letter you receive: company letterhead, date, signature and stamp, your name spelled as in your passport, the dates and the job title.

The employer may not charge for it. Neither the Decree-Law nor its Implementing Regulation sets a number of days for issuing it. If the employer does not give it, the worker can apply to the Ministry of Human Resources and Emiratisation (MOHRE), which handles disputes over any right under the Decree-Law (Article 54(1)); a claim is not heard more than two years after the employment ended (Article 54(9)).

What the UAE Labour Law says: Article 13(11)

Federal Decree-Law No. 33 of 2021 lists among the employer’s obligations: “Giving the worker, as per his request and upon expiry of the employment contract, a certificate of experience, without fees, indicating the date of his commencement of work, the date of its expiry, his entire service term, job title or type of work he was performing, the last wage he was receiving and the reason for the termination of the employment contract, provided that the certificate does not include anything that may harm the worker’s reputation or limit his chances of finding new job opportunities.”

Three points follow. The worker asks for it; the employer gives it at the end of the contract, without a fee; and its content is set by the article and may not harm the worker. The article prescribes no template and no language.

The form on this page follows the article: with a leaving date it requires the last wage and the reason the employment ended, and it offers only neutral reasons.

Experience certificate vs salary certificate vs NOC

An experience certificate records past service: the dates, the job, the last wage and why the contract ended. The Labour Law requires it at the end of the contract.

A salary certificate confirms current employment and monthly pay to a bank, an embassy or a landlord while the employee is still employed. No UAE law mentions it or prescribes its form.

A NOC (no-objection certificate) states that the employer has no objection to a named purpose, such as a visa application or a second job. No statute prescribes it, and the Labour Law does not make it a condition for changing jobs.

A relieving letter confirms the day the employee was relieved of duties. It does not replace the experience certificate.

Experience certificate attestation

Attestation is a separate step, needed when the party receiving the certificate asks for it, for example to use a UAE certificate in another country. In the UAE the Ministry of Foreign Affairs (MOFA) attests documents; according to MOFA, attestation “certifies the authenticity of the signatures and seals on documents issued within or outside the United Arab Emirates”. What MOFA’s service page says:

  1. For a document issued in the UAE, you apply on the MOFA website or app with UAE Pass, select the issuing authority and the document type, and the site decides the route: digital attestation for supported digital documents, or attestation through an approved courier service provider.
  2. For the courier route MOFA asks for the original document in Arabic or English, or with a legally certified translation, and certified or attested by the relevant competent authorities where applicable. A certificate generated here is in English.
  3. For a document issued outside the UAE, such as a certificate from a previous employer abroad, MOFA points to attestation through the UAE missions abroad, available at selected missions; check with the UAE mission in your country of residence.

MOFA’s page does not name the experience certificate or say which prior certification it needs. Ask the party that will receive the certificate whether it needs attestation and by whom, and check the MOFA application before you apply.
