NOC Letter Generator (No Objection Certificate)

What is a NOC letter?

A NOC is the employer’s own written consent. No UAE statute prescribes it: neither Federal Decree-Law No. 33 of 2021 nor its Implementing Regulation (Cabinet Resolution No. 1 of 2022) mentions a no-objection letter. It is asked for by the party that needs it, such as an embassy, a bank, a licensing authority or another employer, and that party decides what it has to say.

This page is about the letter an employer writes. Government bodies issue their own permits and approvals, such as MOHRE work permits; a company letter does not replace them.

NOC letter format

A NOC letter from an employer usually has these parts, in this order. The generator follows it:

1. The company letterhead: name, address and logo.
2. The addressee (the embassy, bank, authority or company that asked for it) and the date of issue.
3. The title “No Objection Certificate” and a salutation.
4. A confirmation of employment: the employee’s name, position and start date and, only if you enter it, the monthly salary.
5. The no-objection sentence with the purpose, for example applying for a visit visa, travelling during annual leave or opening a bank account.
6. A validity line: the letter is issued at the employee’s request, only for the stated purpose, and is valid for thirty days from its date.
7. The closing and the name and title of the authorised signatory, with space for the company seal.

This sample was produced by the generator on this page from fictional details. The purpose here is a part-time job with another company; the other parts stay the same for any purpose.

In the form, the purpose field completes the sentence “We have no objection to the above-named employee …”. The one-tap purposes cover a visit visa, travel during annual leave and a bank account; any other purpose can be typed.

How to get a NOC from your employer in the UAE

A NOC is written by the employer, so the request goes to the company:

1. Ask HR or your manager in writing, by email or letter, and keep a copy.
2. State the purpose and who the letter should be addressed to, for example “the Visa Section, Embassy of …” or the name of a bank or company.
3. Say what the requesting party needs the letter to confirm: usually your name, position and start date, sometimes your monthly salary or its own wording.
4. Check the letter you receive: company letterhead, date, signature and seal, your details and the purpose. A letter generated here is valid for thirty days, so ask for it close to the date you will submit it.

The Labour Law does not require an employer to issue a NOC. It does require an experience certificate: under Article 13(11) the employer must give one free of charge, on request, at the end of the contract.

NOC to work in another company

The law does not make a NOC from the current employer a condition for changing jobs or for a second job. Work in the UAE needs a work permit issued by the Ministry of Human Resources and Emiratisation (MOHRE) to the establishment (Decree-Law Article 6), and the move itself follows these rules:

1. After the contract ends: the worker may work for another employer if the agreed term expired and was not renewed, if the contract was ended under Articles 42 or 45 of the Decree-Law, or if the employer ended it without a reason attributable to the worker (Cabinet Resolution No. 1 of 2022, Article 27; Decree-Law Article 49). For a non-UAE worker, MOHRE issues a transfer work permit.
2. During probation: the worker gives the current employer at least one month’s written notice, and the new employer compensates the current one for the recruitment costs unless agreed otherwise (Article 9(3)).
3. A second job while employed: this is part-time work. Cabinet Resolution No. 1 of 2022, Article 6(1)(f), says the worker “may work for more than one employer after obtaining a permit to do so from the Ministry”. The Arabic version of the u.ae page on work permits adds that, for jobs at skill levels 1 and 2, the permit does not require the consent of the original employer or of any other part-time employer, subject to set controls.

None of these rules names a letter from the current employer. A new employer, a free zone or a MOHRE service can still ask for one; the NOC then records the current employer’s consent in writing, as in the sample above. A non-compete clause in the current contract (Article 10) is a separate question from the NOC.

NOC from sponsor

“Sponsor” usually means whoever sponsors the residence visa. For most workers that is the employer, and a NOC from the sponsor is the employer’s NOC generated here.

For a resident on a family visa the sponsor is a family member. MOHRE issues a separate work permit type that lets a company employ a resident sponsored by their family; the u.ae page that lists it does not mention a letter from the family sponsor. If a service or an employer asks for one, it is written and signed by that family member, not by the company, so this generator does not produce it. Ask the requesting party for the wording it expects.
