A job offer letter is a letter in which an employer offers a candidate a position on stated terms: the job, the pay, the start date, the probation period and the notice period. For a job with a private-sector employer registered with MOHRE, it comes before the MOHRE job offer and the employment contract, which are the documents the Ministry registers. This page generates the company letter, shows a sample and explains how it relates to the MOHRE offer.

What is an offer letter?

An offer letter records what the employer is offering, so the candidate can decide before any contract is signed. No UAE statute prescribes a company offer letter; the terms the law does govern, such as probation and notice, are the ones the contract will carry.

For a private-sector employer registered with the Ministry of Human Resources and Emiratisation (MOHRE), the Ministry has its own job offer form, which becomes the basis of the registered contract. The company letter and the MOHRE offer are different documents; the section below explains both.

Offer letter format in the UAE

The offer letter generated here has these parts, in this order:

  1. The company letterhead, the candidate’s name and the date.
  2. The title “Offer of Employment” and a salutation.
  3. The position, the company, the work location and the expected start date.
  4. The pay: the basic salary per month and, if you enter them, the monthly allowances and the total package, in AED.
  5. The probation period in months and the written notice period in days.
  6. A condition: the offer depends on the immigration and labour formalities, and its full terms will be set out in the employment contract both parties sign.
  7. The closing and the name and title of the authorised signatory.

The basic salary is stated separately because end-of-service gratuity is calculated on the basic wage (Decree-Law Article 51(2)).

Without allowances the pay sentence names only the basic salary. The form refuses a probation period above six months and a notice period outside 30 to 90 days, so the letter cannot state terms the law does not allow.

MOHRE offer letter vs company offer letter

The UAE Government portal u.ae describes the MOHRE job offer for private-sector hires as follows:

  1. It is provided in Arabic and English, and in a third language the worker understands, with an annex outlining the Labour Law.
  2. The employer signs it electronically and sends it to the worker, who signs it before the employer applies for the initial work permit approval. The same applies when the worker is already in the UAE.
  3. After the worker arrives, both parties sign it and it is registered with MOHRE as a legally binding employment contract, which is submitted to MOHRE within 14 days.
  4. MOHRE’s worker guide says the job offer forms approved by the Ministry carry a serial number (“barcode”) that can be checked through the call centre 600590000, the MOHRE website or the app.

The letter generated on this page is a company offer letter. It records the offer on your letterhead and can be sent before the MOHRE process starts, but it does not replace the MOHRE job offer or the employment contract, and it carries no MOHRE serial number. The letter itself says that its full terms will be set out in the employment contract.

u.ae also tells workers that the terms of the employment contract must be consistent with the job offer they signed, and to keep a copy of it. After the contract is signed, the employer may not change the offer’s terms unless the employee consents and the change is within the law, and an amendment to the contract also needs MOHRE’s approval.

Probation and notice in an offer letter

Probation may not exceed six months from the start of work, and a worker may be placed on probation only once with the same employer (Decree-Law Article 9(1) and (2)). During probation the employer may end the employment with at least 14 days’ written notice (Article 9(1)).

After probation, either party may end the contract with written notice of at least 30 and at most 90 days, as agreed in the contract (Article 43(1)). The generator accepts only values inside these limits.
